The Oceanic War was a secret war between the Japanese Government and Rapture in retaliation against the factions of Rapture overthrowing the Japanese control of the City. The threat of being conquered by the Japanese forced Queen Sister , Lucien and The Tritons put aside their differences and wars to save their beloved city from conquest and together defeated the invading army and threatened the Japanese government to never invade again or reveal Rapture's existence. After the war ended Queen Sister, Lucien and The Tritons realized how they were able to put aside their petty differences to save the city and Rapture's Government changed from an autocracy ruled by Queen Sister to a constitutional monarchy. Queen Sister remained as it's ruler she repealed Lucien's banishment and made him her political advisor and made the Triton's a legislative body.
